She told them how she would give up being the head of the family and pass the baton to her younger cousin. Victoria had two cousins, but one is only 10 years old and the other is 15 years old, so they were still young.
Because of this, everyone was against her, but Victoria managed to convince them, saying that she would watch over her and educate her to fulfill her obligations properly.
